Seminar on ContemporarySchool Facilities
An exceptionally interesting seminarorganized by the Educational Facili-ties Committee was held on APril 29at the McGraw-Hill Auditorium. Thediscussion centered on how subur-ban school districts are adapting todeclining student populations. AlanGreen of EFL, a co-sponsor of themeeting, moderated. Some randomnotes:
The Superintendent of Schools ofSyosset, Edward J. Murphy, des-cribed the difficulties in persuadingresidents that two schools should beclosed because what had been 9200pupils was now 7200: the averagevoter says "cut expenses but closetheir school." Extensive hearings andcarefully prepared statistics were amust. Paul Abramson, President ofthe school board of Mamaroneck,with students at 6000 down from6400, described high taxes as caus-ing people without children to moveaway while families with move in. Heurged inclusion of other uses -doctors' offices, small shops - inschool buildings to increase incomeand cut vandalism.
Alan Streusand of Wilton, Conn., atown of 34 square miles with 1- and2-acre zoning, said the cost of edu-cation was 75% of the town budgetwhile about half the population livesthere less than three years: the oldresidents care for the town's future,the others want to cut costs. He saidthere was considerable resentmentat the high salaries paid to teacherswith tenure and a light schedule.
Of more direct interest to architectswas the experience of WilliamDowning, lthaca architect, whobought a 120,000 s.f. abandoned3-story school and converted it toground floor shopping, otfices arounda central court where the auditoriumhad been, apartments with 12' ceil-ings and a penthouse for himself.The project turned around a declininginner-city situation and cost $6 persquare foot.GL
